If you are a developer license holder, in your original zip file in the /upload folder you will see an extra plugin called "WP-Answers-Plugin-PayPal" upload this and activate the plugin and it will add an extra menu item to your WP-Answers admin panel called "PayPal Settings". Here you can choose to charge people to submit a question, you can configure the amount, currency, whether to put the post live or in drafts upon a completed payment. You can also enter some text to describe it, disable it, enable sandbox mode etc.
